联盟与摩尔多瓦驻华大使馆成功举办中摩绿电合作项目对接会

  2025年11月20日,由中关村寰能太阳能跟踪系统产业联盟(以下简称“联盟”)与摩尔多瓦驻华大使馆共同主办的“中国-摩尔多瓦绿电合作项目对接会”在北京成功举行。

  摩尔多瓦驻华大使馆副大使西西莉女士与来自华为数字能源技术有限公司、晶澳太阳能科技股份有限公司、特变电工(天津)新能源科技有限公司、正泰新能科技股份有限公司、广州发展新能源集团股份有限公司、山东省工业设备安装集团有限公司、保定华电电力设计研究院有限公司及浙江炬卡太阳能科技有限公司等二十余家中国新能源与电力领域的知名企业及机构代表共同出席会议。与会各方围绕摩尔多瓦绿色电力市场机遇、投资政策与项目落地进行了深度研讨。

  摩尔多瓦驻华大使馆副大使西西莉女士详细介绍了摩尔多瓦的投资政策与环境。她强调,摩尔多瓦作为欧盟候选国,是进军欧盟市场的理想跳板,当前投资即可视为提前布局欧盟大市场。她指出,摩尔多瓦拥有运营成本低、营商环境高效等显著优势,新能源市场发展迅猛,未来潜力巨大。她建议中国企业采用“本地组装+保税仓储”模式,将摩尔多瓦作为生产基地与物流中心,使产品获得“摩尔多瓦制造”身份,从而高效辐射欧盟及周边市场。大使馆将为重要投资项目提供全方位支持,包括对接政府高层与可靠商业资源,并诚挚邀请中国企业赴摩尔多瓦实地考察,实现共同发展。

  华为数字能源技术有限公司全球矿山微网业务副总裁吴玉奎分享了其深耕欧洲市场二十余年的经验,指出欧洲区域营商环境一体化可显著降低运营成本,为新能源企业出海提供了重要参考。

  广州发展新能源集团股份有限公司副总经理赵磊表示,公司正积极寻求海外增长空间,已将摩尔多瓦及罗马尼亚等市场列为重点目标,推动光伏、风电和储能项目的落地。

  晶澳太阳能科技股份有限公司代表李泽铭表示,作为全球领先的光伏组件制造商,公司海外业务占比高达50%,期望与各国政府及驻华使馆建立直接联系,获取更多海外项目信息。

  特变电工(天津)新能源科技有限公司代表表达了强烈的合作意愿,希望凭借其在高端变压器、光伏逆变器及电力系统集成领域的实力,参与摩尔多瓦及周边地区的新能源电网升级与智能变电站建设。

  正泰新能科技股份有限公司代表李永强强调了公司从组件制造、项目开发到系统集成的全链条竞争优势,迫切希望与各国政府、使馆及商业机构建立直接联系,深化在欧洲及周边市场的合作。

  保定华电电力设计院有限公司代表刘祎分享了建立区域化运营体系的战略构想,提出通过“前店后厂”模式设立备件库与供应链中心,以降低海外项目运营成本,提升本地化服务效率。

  此外,还有企业代表分享了AI赋能能源行业、光伏车棚+充电桩、光伏+储能综合能源站等成功运营经验,并表达了合作意愿。

本次会议汇聚了中国能源电力行业在投资、设计、制造、运营全链条的领军企业,各方均展现出明确的出海发展意愿,期望以摩尔多瓦为桥梁,对接更广阔的欧盟及周边市场。

  中关村太阳能产业联盟负责人在总结中强调,联盟将持续打造“新能源及电力企业走进大使馆”这一品牌活动,未来将举办更多小而美、小而精、小而专的高质量闭门会议,精准聚焦企业出海需求。通过搭建企业与驻华使馆间的桥梁,联盟将务实推动实地考察与项目对接,赋能中国新能源企业开拓中东、南美、东南亚等国际市场,推动更多可落地、可持续的合作项目,为全球绿色能源高质量发展注入坚实动力。

The Alliance and the Embassy of the Republic of Moldova in China Successfully Hold the China–Moldova Green Power Cooperation Matchmaking Meeting

On November 20, 2025, the China–Moldova Green Power Cooperation Matchmaking Meeting, co-hosted by the Zhongguancun Solar-Tracking System Industry Alliance (hereinafter referred to as “the Alliance”) and the Embassy of the Republic of Moldova in China, was successfully held in Beijing.

Ms. Cecilia, Deputy Ambassador of the Embassy of the Republic of Moldova in China, attended the meeting together with representatives from more than twenty well-known Chinese enterprises and institutions in the new-energy and power sectors, including Huawei Digital Power Technologies Co., Ltd.; JA Solar Technology Co., Ltd.; TBEA New Energy (Tianjin) Co., Ltd.; Chint New Energy Technology Co., Ltd.; Guangzhou Development New Energy Group Co., Ltd.; Shandong Electric Power Construction Group Co., Ltd.; North China Electric Power Design Institute Co., Ltd. (Baoding); and Zhejiang Juka Solar Technology Co., Ltd. Participants held in-depth discussions on opportunities in Moldova’s green-power market, investment policies, and project implementation.

Deputy Ambassador Ms. Cecilia gave a detailed briefing on Moldova’s investment policies and overall environment. She emphasized that, as an EU candidate country, Moldova serves as an ideal springboard into the EU market, noting that investing now is equivalent to making an early layout for the broader European market. She highlighted Moldova’s advantages, including low operating costs and an efficient business environment, as well as the rapid development and strong future potential of its new-energy sector. She recommended that Chinese enterprises adopt a “local assembly + bonded warehousing” model, positioning Moldova as a manufacturing base and logistics center and enabling products to obtain “Made in Moldova” status, thereby facilitating efficient access to EU and surrounding markets. The Embassy committed to providing full support for major investment projects, including connecting enterprises with senior government officials and reliable business resources, and sincerely invited Chinese companies to visit Moldova for on-site inspections and pursue mutual development.

During the enterprise presentations, company representatives shared insights based on their respective strengths:

Mr. Wu Yukui, Vice President of Global Mining Microgrid Business at Huawei Digital Power Technologies Co., Ltd., shared more than two decades of experience in the European market, noting that Europe’s integrated business environment can significantly reduce operating costs—an important reference for new-energy companies expanding overseas.

Mr. Zhao Lei, Deputy General Manager of Guangzhou Development New Energy Group Co., Ltd., stated that the company is actively seeking overseas growth and has identified Moldova and Romania as priority markets for advancing photovoltaic, wind, and energy-storage projects.

Mr. Li Zeming, representing JA Solar Technology Co., Ltd., said that as a global leader in photovoltaic module manufacturing with overseas business accounting for 50% of its operations, the company hopes to establish direct communication with governments and embassies to gain access to more overseas project information.

Mr. Jin Zhenhua, representing TBEA New Energy (Tianjin) Co., Ltd., expressed a strong interest in cooperation, hoping to leverage the company’s strengths in high-end transformers, PV inverters, and power-system integration to participate in new-energy grid upgrades and smart-substation construction in Moldova and surrounding regions.

Mr. Li Yongqiang, representing Chint New Energy Technology Co., Ltd., underscored the company’s full-chain competitive advantages—from module manufacturing to project development and system integration—and expressed the desire to build direct ties with governments, embassies, and business institutions to deepen collaboration in Europe and neighboring markets.

Mr. Liu Yi of North China Electric Power Design Institute Co., Ltd. (Baoding) shared a strategic plan for establishing a regional operational system, proposing the setup of spare-parts warehouses and supply-chain centers under a “front-shop, back-factory” model to reduce overseas project operating costs and improve local service efficiency.

In addition, representatives from other enterprises shared successful experiences in AI-empowered energy solutions, PV carports with charging stations, and integrated PV-plus-storage energy stations, and expressed strong interest in cooperation.

The meeting brought together leading Chinese enterprises across the full value chain of the energy and power sector—from investment and design to manufacturing and operations. Participants demonstrated clear intentions for international expansion, with many viewing Moldova as an important gateway to the broader EU and surrounding markets.

In conclusion, the representative of the Zhongguancun Solar-Tracking System Industry Alliance emphasized that the Alliance will continue building its brand activity, “New Energy and Power Enterprises Enter Embassies,” and will organize more high-quality, small-scale, targeted closed-door meetings that focus precisely on enterprise needs for going global. By serving as a bridge between enterprises and embassies in China, the Alliance will promote on-site visits and project matchmaking in a practical manner, support Chinese new-energy enterprises in exploring markets in the Middle East, South America, Southeast Asia, and beyond, and facilitate more deliverable and sustainable cooperation projects—thus contributing solid momentum to the high-quality development of global green energy.
